Dubai is accelerating its push towards sustainable mobility, with the Dubai Electricity and Water Authority (DEWA) implementing a comprehensive regulatory and licensing framework for electric vehicle (EV) charging infrastructure. Independent charge point operators (CPOs) in Dubai must align with these regulations by obtaining the necessary licenses from DEWA before the March 31, 2025 deadline.


Understanding DEWA's Licensing Framework

DEWA’s updated framework outlines two distinct license types for CPOs operating public EV charging stations:

  1. Free EV Charging License: For operators providing complimentary charging services to EV users.
  2. Paid EV Charging License: For operators collecting payments from end-users for charging services.

This regulatory update is part of DEWA's initiative to ensure safe, reliable, and efficient EV charging infrastructure across Dubai. The framework is designed to standardize operational practices while supporting the broader goals of sustainable mobility and environmental conservation.


Transition Period and Compliance Deadline

According to Article 9 (Transitory Provisions) of the EV Charging Infrastructure Regulation, any independent CPO already operating public EV charging equipment as of the regulation’s effective date (October 2024) must comply with the new requirements by March 31, 2025. During this transition period, independent operators are permitted to continue offering free EV charging services while securing their licenses.

This initiative aligns with Dubai's strategic goals for sustainability, air quality, and reducing greenhouse gas emissions, as outlined in the Dubai Net Zero Carbon Emissions Strategy 2050 and the Dubai Green Mobility Strategy 2030.

  • License Application: Independent CPOs must apply for the relevant DEWA licence before March 31, 2025.
